I wonder why it would be a hefty fine to rescue them?

They can have a heart attack or we can transfer bacteria to them. They can survive out of water for over 24 hours. We like to throw them in rough surf to rescue them.

Yes, I can see that a person would do that. When the tide comes back in then they go back out to sea.

Feet don’t work on round or sharp rocks. Flippers are much better
